Lower Westerly Creek MDP Update
Project Description
Lower Westerly Creek is a vital drainage corridor within the cities of Aurora and Denver.
The project extends from the Westerly Creek outfall to Sand Creek upstream to the
Westerly Creek Dam within the Lowry Redevelopment property. Due to intense urban
development and encroachments on the channel, Lower Westerly Creek's flood
carrying capacity had been diminished below a 1-year level. Historically, this area
experienced frequent flooding with nearly every rainfall. In the 1980's a large-scale
drainage improvement project was completed to provide a minimum 10-year
conveyance capacity. In addition, in the early 1990's the Westerly Creek Dam was
constructed on the Lowry property which further improved its flood capacity.
Although no flood damages
have been claimed since these
projects have been completed,
numerous structures remain in
the 100-year floodplain. This
project will analyze alternative
plans to develop a drainage
system that mitigates flood
damages. Since the area is so
heavily urbanized any
large-scale improvements will
likely require right-of-way
acquisition and carry a heavy
construction cost. Existing flood
damages will assessed and a
benefit-cost analysis will be
conducted to economically
justifiy the final plan.
The project involves the compilation of existing hydrologic definition,
computation of a revised floodplain based on new topographic mapping,
development of alternative improvement plans, benefit-cost analysis, and
publication of reports.
